What percent of a population need to be touched by a disease to consider it an epidemic?

An epidemic is actually synonymous with an outbreak! Which means that, once there are two related cases, it can be considered an epidemic. We tend to use the word 'outbreak' instead of 'epidemic' because it doesn't scare people quite as much :)
