This is theorized to be due to a psychological effect from medical advancement. It is wonderful that we know more about the immune system and AIDS now. However, the theory is that people aren't as afraid as they used to be, because it is no longer a death sentence. Thus, people are less cautious, leading to more infections.
The population that is now primarily being infected is the girlfriends of MSMs (Men who have Sex with Men). There are a couple reasons why this may be the case. A lack of awareness, stigma, or a vast range of potential sociological and psychological reasons may account for this uptick.
