Is it possible to use a computer as a gateway between 2 usb devices?

I am trying to connect my usb controller to my phone but I have no otg cable to do that with so i was wondering if there was some way to plug them both into my pc and trick them into thinking they are actually plugged into each other.

I have actually done this. I have an iPhone that I have used to connect it to my Surface Pro and separately my desktop. When I have my phone connected to my desktop I have also had an external hard-drive connected, in which I have moved files from my phone to my computer and to my hard-drive. However, on an iPhone I have not been able to move files onto the phone. I have only been able to copy or delete them from my iPhone. I have never tried to connect my surface to my PC, but I would assume this could work.
