First find the number of all possible events. In this case combination is used since the order in which the numbers are selected does not matter, i.e., (2, 6) is the same as (6, 2).

Now find the number of events in which the sum IS 5.
(1, 4) and (2, 3) Just like above there are only two not four events.
So the probability of getting a 5 is 2/21.
The probability of NOT getting a five is 1 - 2/21, or 19/21.
