Accruals are generally costs (mostly) incurred but not yet paid for. These are recorded at the point the cost was actually incurred in accrual accounting.
Revenue, by recognition rules, is recorded when the risks and rights of ownership is passed to the buyer. At that point it may or may not have been paid for. This may be the portion you are referring to accrued revenue.
