The smallest set of numbers it fits into is the rational numbers....so when people see any fraction, they automatically think of it and refer to it as a rational number.
You are correct though.......ALL rational numbers are real numbers and ALL real numbers are complex numbers. So yes, you can refer to any number you see as a complex number.
If someone asked you what type of number pi is, most people would not say that it is a complex number. The smallest set that contains pi is the irrational numbers and that is the answer someone would expect.
