There is no equal sign in the problem, so this is just an algebraic expression.
9y+6y-2 is an algebraic expression because it has variables. A numerical expression doesn't have any variables, for example 3 minus 4 times 2 (3-4*2)
back to your problem...because it is an algebraic expression, you really cannot solve for y. All you can do is simplify.
So you must combine like terms......9y and 6y are like terms because they both have a y variable. So you would add them in this case. 9y + 6y = 15y
-2 is called a constant because there is no variable attached. You can combine other constants, but in this problem, there aren't other constants. so just attach it to the rest of the expression....15y -2
