what grade percentage can i get if i Have 70 and get 20 on my final

if i have 70% and on final I got 20% am i failing or passing

I'd talk to the instructor if I were you.  Your grade depends on how much the final is weighed in comparison to your other tests.  Does homework, class work, participation, etc. help at all?  You are in bad shape with a 20 on the final, but ask your instructor for information... and for help.
