 here is my question:Victor left his house riding his bike at a speed of 18 km/hr. When Victor was 1 2 km from his house, his brother Alex left the house riding his bike towards Victor at a rate of 24 km/hr. How long will it take Alex to catch up with Victor? help!!! I do not understand

You need to solve this in parts.

First question to solve.  If Victor is 12 km from his house, and he is going 18 km/hour, how long did it take him?

 

Once you know that, that is the time Alex left to go after Victor.  But Alex is traveling much faster than Victor.  For example, in 20 minutes Victor goes 4 km; in 20 minutes Alex goes 6 km.
