grade 9 students are surveyed about the number of hours they study. Those grade 9s are surveyed again when they're in grade 11. Would the variable be grade level and number of hours studied?

A variable is a unit that is being measured. A longitudinal study, is by definition, describing the same population in different moments of time. Ask yourself which of these numbers you can graph!
