100 gm Cl2 x 1 mole/71 g  = 1.41 moles 

1.41 moles Cl2 x 2 mole NaCl/mole Cl2 = 2.82 moles NaCl

2.82 moles NaCl x 58 g/mole = 164 g NaCl needed.
