1.08P = population in 2001 [i.e. 8% higher that the 2000 level]
(1.10) [(1.08)P] = population in 2002 [i.e. 10% higher than the 2001 level] = 24190
(1.10)(1.08)P = 24190
P = 24190 / [(1.10)(1.08)] ≅ 20362
