This is a form of punctuation which a lot of people have trouble with. It generally shows possession or “belonging to”.
In this case the program is a singular entity, it is the BMT/HEME program, therefore the apostrophe goes after the
'm' = program's - it is the newsletter that belongs to the program.
If you were referring to multiple programs the apostrophe would go after the 's' = "The NAACP & UNICEF programs' joint newsletter...~or~ newsletters...will be mailed out Friday"
