A pencil is 2/3 of a foot long.

 A pencil is 2/3 of a foot long. How many pencils would fit end to end in 2 feet of space?

If each pencil is 2/3 of a foot long, that means each pencil is 2/3 X 12 = 8 inches long.

How many 8 inch pencils would fit into 2 feet?  Two feet is equal to 24 inches.

So what is 24 inches / 8 inches?  That would be 3 pencils.
