Which will experience the greater effective nuclear charge?

The electrons in the n=3 shell in Ar or the n=3 shell in Kr? And which will be closer to the nucleus?

What about the 10 electrons in d orbitals in Kr? They are "outer-shell" electrons, but are in the n = 3 shell. Also, don't they contribute to electron-electrom repulsions, and so would reduce Zeff?
