1. shift the vertex (and the entire parabola) LEFT 1 unit
2. vertically stretch by a factor of 2, making the parabola 'tighter' (every y value is doubled)
3. reflect the parabola in the x-axis, to accommodate the negative sign (every y value changed sign)
4. translate everything upward by 3 units.
