To clarify on my answer in relation to yours, I had also considered the possibility that 0s could not be the first digit.  However, I was not sure if the question was asking for "four digit numbers" or "four digit number combos" (for instance, 0 could be the first digit if this was the combo to a lock). So 180 would be the answer if it's the latter.
 
However, if we are to assume 0 cannot be first, then the answer is actually not 150. That's because you cannot say there are always 5 possibilities for the first digit. If 2 was the last digit, then the first digit could only have 4 possibilities instead of 5 (because it can't be 0). So you have to add the permutations of when 0 is the last digit and when (2,8) is the last digit separately.
 
If (2,8) is last => (the 3 odds + either 2 or 8) * (the 3 left from the first + 0) * (the 3 remaining) * (one of 2,8)
= 4*4*3*2
= 96
 
If 0 is last => (the 3 odds, 2, 8) * (one of the 4 left) * (one of the 3 left) * (zero)
= 5*4*3*1
= 60
 
96+60 = 156
