I really dont understand what this question is asking me to do?

Triangle abc has a line DE passing through the center.Now imagine that triangle ABC was dilated by scale factor of 3 about the center of the triangle and a line was drawn passing through its center what would you know about the line of the dilated figure as compare to line DE.

Dilated by a factor of 3 means all dimensions, the sides as well as the line (drawn trough the center) increase by a factor of 3.  The term "center" is rather ambiguous - centroid? orthocenter? incenter? circumcenter? - but this is actually irrelevant ... Every dimension is scaled up by 3.

With a dilation everything expands by three. Since this is "about the center" the distance from the center to any side of the triangle grows by 3. I recommend drawing a set of pictures and check out what happens.
