Hi, for any problem that involves comparing which number is greater, you have to compare the digits from left to right to see which number has the greater digit in the largest place value.
So, if you have 2 numbers in the hundred millions place, and if the first digits are the same, then you compare the next digit (the one in the ten millions place) and see which digit is greater. The one with the greater digit is the greater number. (If the digits in the ten millions place are the same, then you compare the digits in the millions place, and see which one is greater. You keep comparing the digits one at a time from left to right in each place value until you find one of the numbers that has a greater digit. Whichever number has the greater digit is the greater number)
