Hi Mariah,
Remember that 8^-2 is equal to 1/(8^2). (This is true when you raise any number to a negative exponent, for example 3^-2 = 1/(3^2) = 1/9.) 1/(8^2) is equal to 1/64. When you multiply 1/64 by 2, you get 2/64. You can reduce this to 1/32 because you can divide both the numerator and denominator by 2.
