You are going to solve for b since you have x and y coordinates as well as the slope, m.
y = m x + b
8 = 2/7 (-4) + b
8 = -8/7 + b
8 = -1 1/7 + b
.................... add 8/7 or 1 1/7 to both sides to isolate b
8 + 1 1/7 = -1 1/7 + 1 1/7 + b
8 + 1 1/7 = -1 1/7 + 1 1/7 + b
9 1/7 = b
Now you can create your equation with the same slope [since that is what makes it parallel].
y = 2/7x + 1 1/7
