What you have is called the point slope form: y - y1 = m(x - x1), where m is the slope and (x1, y1) is a point on the line. To get slope intercept form, y = mx + b, all you have to do is distribute and combine like terms.
y + 5 = 3/5(x + 6) distribute
y + 5 = 3/5x + 18/5 subtract 5
y = 3/5x + 18/5 - 25/5 combine like terms
y = 3/5x - 7/5
