Hi Ryan,
Linear velocity is the measure of how much distance the wheel has to move to complete one circular revolution.
Therefore, we are looking for what is the circumference of the circle. The circumference formula for a circle is diameter x pi.
We are told that the diameter of the wheel is 27, so its linear velocity is 27pi.
