Hello Justin,
It looks like there is more info to this question that you have not included, but a horizontal asymptote is the value towards which the dependent variable regresses but never actually reaches. In this case, if the horizontal asymptote is y=1/2, it indicates that the concentration will approach the value of half a unit but never deplete entirely.
