This looks like a conversion & addition problem. I don't think the fact that its about paint affects the math.

 

1 litre = 1000 ml.

 

1.8 litres = 1.8 * 1000 = 1800 ml.

 

1800 ml + 600 ml = 2400 ml.

 

So he has made 2400 ml of grey paint.
