This statement is true. What a good PM needs to understand is a sponsor, either external or internal, is one of your biggest points of contact on a project. While in a perfect world, the sponsor will be the one who picks the PM for a project, depending on your company's dynamics it may fall onto a specific PM not from a sponsor's choice, but the kinds of projects the PM oversees.
I like to use software projects as this example. If you are the PM who manages a certain software product; embedded, mobile app, etc. and there's a sponsor who requests a new feature or upgrade to said application, this would fall on that PM and not a new PM, of course dependent on the company.
