In my own opinion, (I've built computers before and have built my most recent one), the first PC is better for programming and a little gaming. A 6-core (hexacore) processor is better than a 4-core (quadcore). My personal desktop PC has 7-cores and it runs very smooth. For both programming and gaming, the NVidia graphics card is better. It's what I use in all the PCs I build because they are very reliable cards. A 1TB hard drive is very good as well. The only downside is the 64GB of RAM. When you have a lot of RAM, it can slow down your PC quite a bit depending on what you do. I currently only run 8GB in my PC but I only use it for gaming. With programming as a main use and gaming on the side, I would recommend 16GB. Overall, the first PC will be better than the second PC but they both have their pros and cons.
