When working in a collaborative environment in Revit, it is designed to show all collaborating members the same thing so to stay up to date and at the moment. If a link is removed and or added, when the next member needs to make changes to that link even for visibility overrides the user will receive a message prompting them to request permission to edit. The reason is that the other user that added or removed the linked file now owns it and they would need to sync to release ownership of that linked file. But when the owner syncs he updates the entire model for everyone, even if he had unlinked it or added a link, now when the new user with the request is granted then that user will need to sync to get the latest and the cycle just repeats for all connected collaborators. The short of the question is this, not in most revit versions, in Revit 2020 you can unload for yourself and not effect everyone else, but in terms of loading it will always effect every collaborating user. I would ask what other problems you are running into and thenI might be able to suggest some workarounds.
