Yes. Save the .mpp file you would like to make into a template as an .mpt file.

In the latest version of MS Project (2019 or 365/Online), it will prompt you with a window asking whether you would like to remove the baselines, actual values, resource rates, fixed costs, or whether tasks have been published to Project Web App.
