For any one reading this, the definition of setting out dimensions is,It is the process of developing the physical positions of corners and walls of a building, and it's done by transferring dimensions from the layout plan (also called as setting out plan, demarcation plan) to the ground.
So with that in mind, Revit places dimensions on planes on elements such as walls, windows, floors, and others ect... Since it is placed on a plan to start with, the plane in a plan is not parallel to the section, or elevation or detail view, so Revit cannot translate the dimension to a perpendicular plane. Now there is a little help in Revit it does give you there are temporary dimensions, those are visible when you select elements close to or near edges, you could set them to measure the outside edges if you like and then select the make permanent dimension symbol and adjust them from there.
