(y-y1) = m(x-x1) where m is slope and (x1,y1) are given
 
m=8/7 (x1,y1) = (-2,-5)
 
(y-(-5)) = 8/7(x-(-2))
 
y+5 = 8/7(x+2)
 
y+5 = 8/7x+16/7
 
y = 8/7x-19/7 (this is in the y=mx+b form, thus the answer)
