The way this is worded the solution seems simple. The plane is flying at 340° because the wind is blowing the plane 20° to the west of it's course. Do you mean there is a wind coming 20° out of the west at 40 mph? In this case the wind would be blowing against the plane and would cause it's ground speed to slow down. Also, the wind would be blowing towards the SSE at 160°. Is this what you mean?
