You need to interview some of the top people who you trust, maybe even one you do not. The purpose is to understand more and to get their opinion and therefore possible buy-in. You need to read up and do some of your own research so that you know at least enough to make a good decision. Your work group may be able to make the decision with some facilitation by you. If not, the interviews and study you did may enable you to make a reasonable decision but leave room to change things if you are not getting good results.
