выходить means to exit from indoors into the outdoors or into another indoor location. For example, to exit the room, to exit the house.
уходить means to leave, to walk away. Leaving may involve exiting or may not. If you are standing with a group of friends in a street having a conversation and one of them leaves, you'd say that он ушёл or она ушла - he or she left. They did not exit anything. Same is true if those friends were at a party somewhere indoors and someone left, you'd say он ушёл or она ушла. If they left the room to go for a smoke outside, for example, you'd say он вышел покурить, since the assumption is that he did not yet leave the party for good, but just existed the room for a few minutes and is coming back. If at the same party someone migrated from one room into another, you'd say она вышла в другую комнату - she existed this room and went into another room, she may be back. If two people were having a fight, and one of them went to another room to cool down, you could say он ушёл в другую комнату - he left, at least for a while, not willing to come back immediately. There are circumstances when those words can be used interchangeably.
