
Why is the conditional marker "бы" omitted from the construction "Я должен был предвидеть, что ..."?

Ah! I suspect that the confusion comes from the English, "I should have foreseen," which sounds counterfactual, to use your wrod, but isn't. Surely what is meant here is something like, "I ought to have.." It was reasonable to foresee.
I understand why you would be confused by this, but there's really nothing countefactual. here.

The adjective "должен" as a modal word, is partly a synonym to a subjunctive mood and close in its meaning to "I wish..." being used for indicating a situation not fully realized/implemented. In this case, it is possible to omit "бы".02/04/20
