add 1 to each expression:

-1 < -4x < 13

divide by -4 and change greater to less than and vice versa

-1/-4 > x > 13/-4

1/4 > x > -13/4

So, x lies between -13/4, which is the same as -3 1/4, and 1/4. On a graph, which I can't execute on this platform, you would wrote an open dot each at -13/4 and 1/4 connected by a solid line.

2x ≤ 12

x ≤ 6

And,
