There is an error in the nomenclature (name) of the compound in your question. Between benzene (written as phenyl in your question) and propane, benzene has a higher priority when naming the compound.
The correct name should be o-chloro-propylbenzene, but the location of the propyl group is not specified, therefore, we need to assume it is on carbon-1 of the benzene ring.
o-chloro: the "o" stands for ortho, which is the 2nd carbon next to the main substituent on the benzene ring. For instance, if the propyl group is on carbon-1, then next to it on the 2nd carbon, you would place the chloro group (Cl).
