I do not see the actual procedure in this question. I see a definite diagnosis here. N13.721 is the ICD-10 code for Unilateral Vesicoureteral-reflux nephropathy. This is the best code for this because the book directs you there and the book is ALWAYS right.
What I am not seeing is a procedure in this question. What was done to the urethra? What does done to the kidney to qualify as a procedure? This question is only a diagnosis of what is wrong that may need a procedure to correct.
