Hello there, "Biz!" It looks like for this question we are just adding two fractions together. Luckily, they have the same denominator (bottom number)! That makes it a lot easier.

Because we have whole numbers, too, let's add those together first.
3 + 1 = 4
Ok, let's set that 4 aside for now. Next we have to deal with the actual fraction part.
2/7 + 4/7
When two fractions have the same denominator, it's super easy to add them. We just add the numerators (top numbers) together, just like normal, and leave the denominator alone!
2/7 + 4/7 = 6/7
See? That wasn't so bad. Now, let's remember that 4 we got before and add that back in!
