Chlorines have 3 non-bonding pairs each. Hydrogen has none. Since there are 3 chlorine atoms in this molecule, there are 9 non-bonding pairs.
In general, carbon always has 4 bonding electron pairs. Carbocations would be the exception to this rule but I doubt you'll see these in gen-chem.
