The trick to this mixture problem is to calculate the amount of chlorine in each component and in the final mixture. Then you can write the second equation that you need.
A = amount of 6% solution
B = amount of 18% solution
Total of A and B is 8 liters
A + B = 8
Chlorine in A + Chlorine in B = Chlorine in final mixture.
0.06A + 0.18B = 0.15 * 8
A + B = 8
0.06A + 0.18B = 1.2
0.06A + 0.06B = 0.48 -- (= 0.06 * 8)
0.12B = 0.72
B = 6 liters of 18%
A + 6 = 8
A = 2 liters of 6%
