Why I didn't pay for another background check?

I have my teaching degree in Wisconsin & Washington State and in both states you have to be fingerprinted and background checked in order to even hold your liscense. I was just recertified in Juse from WA state and last Novemeber in WI.

I am also Wisconsin-certified. Your license renewal probably did not require a new background check. If a check was required, you could not receive your renewed license without first paying for and having the appropriate state agency complete the check.
