Hi Emma--
Since 150 is half-again 100 (that is, it's one-and-a-half times the 100),
you'll need the same ratio of increase in the amount of fuel, so 9.5 + another 1/2 of 9.5.
Half of 9.5 = 4.75. Add that to the original 9.5 and you get 14.25 liters per 150 km.
So that's your weekly use.
In order to figure out the cost, you need to take into account that November is 30 days, which means it has 4.3 weeks (rounded).
Divide 136.71 (monthly cost) by 4.3, and that's your weekly cost. (31.79 per week.)
