Government definitely should be working for the people, not for itself. It should executed the properly voted laws and maintain the citizens' liberty. The government should only exist to serve the people, not for its own ends. Looking at what occurred during the French revolution, the government should not arbitrarily attempt any act that is not to the benefit of the people it served.
During the French revolution, after a good start, the government, that is, those in power at the time, definitely promulgated what they pleased, without maintaining the liberty and actually the life of all citizens, but actually disposing of them arbitrarily.
