If the question means to round down all three original numbers in the question, we have

 

20,000,000 x 40 / 300,000,000 = 800,000,000 / 300,000,000

 

=8 / 3 = 2 2/3  gal./day/person, which seems like a lot of oil, and the 

 

true answer is over 2.8!

20,680,000 x 42 = 868560000/305000000 = 2.847737705 per person.   I'm not sure what do you mean by rounding down all three numbers?  You can do that part yourself.
