Maya has a dynamic hair system built-in to create simulation driven hair follicles, but that's not the only way. You could also model the hair out of geometry and drive the animation of that geometry through simulation, active keyframing, or a combination of both! There are also 3rd party hair simulation plugins that you can investigate, like Ornatrix.
