Can you become a eyelash tech with a facial specialist certificate/license?

Asking for my wife. We are in Florida. We have tried emailing/calling the board of cosmetology but no reply/answer for over a week. If anyone knows or can direct us, I truly appreciate it!

Often offices leave phones unattended or do not have the manpower to mand them properly I am so sorry you are having trouble. I am a cosmo of 6 years and am Texas Licensed through the Texas Department of Licensing and Regulations. For my specific state, a Cosmetology license was all that was required but each state is different from place to place. Eyelash extensions are often done by a Licensed Esthetician so this is a grey area so I have provided a link that may help you and is one I give to many up and coming or current cosmetologists.
