In my experience most signers use the sign USE for wear as in What clothes are you wearing tonight? NOW+NIGHT CLOTHES USE YOU WHAT?
The sign you describe, in my experience, means more like "to get dressed" or "to put clothes on." So it would be used for example in the sentence. "I got dressed as soon as I woke up." In ASL, NOW MORNING WAKE-UP RIGHT-AWAY CLOTHES PUT-ON.
There could be circumstances where English would use "wear" and the correct sign to use would be the sign you describe. The correct sign to use is always dependent on the context.
