In Brazil there are only two official languages, Portuguese and Brazilian Sign Language. It is accepted to have other languages being taught (there was a time that it was illegal to speak another language than Portuguese), but there is no region where English is taught before Portuguese. The only way a kid learn another language before Portuguese is if it's their family's original language, like immigrant children or native indigenous populations. There are, however English for little kids, I have had English classes when I was 4 years old, but probably you won't find classes for younger kids that are still learning how to talk.
