English King John signed Magna Carta in 1215, limiting the King's power. It was a document of basic rights. The king didn't want to sign it; it was pretty much forced on him by barons in his kingdom who were tired of the king's tyranny. The author is unknown. Some give credit to Archbishop Stephen Langton, but others think it was a collaborative work.
